This is an exciting opportunity for a Programme Manager Building Safety to join our Asset Management Building Safety team, to be part of the delivery of the Compliance Service. The main purpose of this role is to ensure that LFHA operates within legal and regulatory boundaries while achieving our business goals. Programme Manager Building Safety will ensure the safety and compliance of buildings, particularly in light of evolving safety regulations and standards.

 

Your main responsibilities will include:

  • Ensure the provision of customer oriented Building Safety services and other Asset Management activities which ensure compliance with all requirements including legislation and Approved Codes of Practice.
  • Is responsive to neighbourhood priorities and provides value for money, maintaining the Association's investment in its property portfolio
  • Engage and communicate effectively with enforcement bodies, management, colleagues, customers and regulators to provide full assurance on areas of responsibility.
  • Ensure that our homes are safe and that customers feel safe living in them
  • Monitor the performance of contractors, ensuring agreed standards and prices are achieved

Main Purpose:

1 Policy, Procedures and Planning:

  • Develop and maintain up to date Policies to deliver the organisation’s aims in relation to Building Safety services.
  • Establish and maintain clear plans for the delivery of Building Safety services including co-ordination and co-operation with other service areas.
  • Anticipate possible emerging risks and performance challenges in relation to Building Safety utilising both internal and external sources, and plan accordingly
  • Assist in setting budgets effectively based on Building Safety requirements.
  • Assist in reviewing the operation of applicable risks and controls forming part of our risk management framework
  • Ensure all applicable statutory, regulatory, approved codes of practice and applicable good practice requirements are incorporated into the Policy requirements, procedures and delivery plans.
  • Ensure operational procedures are fit for purpose, documented and up to date effectively utilising the Asset Management system.
  • Identify and highlight possible training and/or awareness courses if and when required.




2 Procurement and Service Delivery Management:

  • In conjunction with the Asset manager Building Safety identify the most beneficial routes and delivery structures of procuring services to deliver Building Safety requirements including but not exclusively:
  • Asbestos Surveying and Management
  • Gas safety inspections, servicing and maintenance
  • Water Hygiene Assessment and management
  • Periodic Electrical Inspections and maintenance
  • Fire Prevention and Safety
  • Passenger Lift Inspections, servicing and maintenance
  • Input into the design of these services providing professional advice and support including the preparation of professional, clear and accurate specifications for the purpose of obtaining Quotations/Tenders and setting Service Level Agreements which demonstrate value for money.
  • Manage the complete inspection process to ensure the full extent of the works programmes are fully ascertained, validated and established.
  • Effectively publicise established programmes.
  • Deal promptly with any requests or queries from customers and colleagues.
  • Act as primary support to the Health and Safety Manager in relation to issues of and related to Health and Safety including CDM.
  • Engage with customers and colleagues in procuring and delivering effective and customer focussed Building Safety services.




Financial and performance control:

  • Assist in the effective and efficient management of all Asset Management and related budgets.
  • Ensure the production of various financial and statistical reports, ie Performance Indicators, expenditure against budget, number of jobs completed and outstanding, to produced structured reporting to consortia, balanced scorecard, contract performance meetings, benchmarking activity, budget monitoring and other appropriate destinations.
  • Assist in ensuring the efficient management of compensation and recharge policies and procedures.
  • Methodically and regularly update asset management databases (stock condition and other systems in place) to ensure that current and future programmes are correctly forecasted, monitored and delivered.




4 Assist in maintaining high standards of service delivery and associated performance:

  • Attend consortia workshops, benchmarking events, contract performance meetings and other meetings as appropriate to ensure performance is effectively monitored.
  • Lead in formulating and applying performance improvement plans.
  • Identify potential areas of vulnerability and risk, implementing corrective action plans for resolution.
  • Liaise with internal and external groups to seek out good practice and other means of performance improvement including Property Panel and other customer representative groups.




5 Assist in resident consultation:

  • Carry out resident consultation process and meetings
  • Collate and acknowledge results and act on any recommendations.
  • Ensure that all planned works programmes are available for all staff and agencies to view.
  • Evaluate any resident satisfaction results following completion of works and implement future changes.
  • Be actively involved in future consultation meetings with residents, property forum panel meetings and partners to improve future works programmes.




6 Assist in the annual update of the asset management strategy:

  • Assist the Asset Manager Building Safety in updating strategy.
  • Formulate and update policies and procedures relating to service delivery.
  • Liaise with Asset Manager Building Safety in setting out Assets Management activities for inclusion in departmental Service Plan.




7 General administration and strategy work:

  • Assist in setting budgets and subsequently manage budgets specific to Programme Manager budgetary holdings including those associated with specific projects and programmes.
  • Ensure the production and retention of auditable records of service delivery and associated activity.
  • Review and revise other relevant policies, procedures and processes to ensure compatibility with the association’s strategies.
  • Undertake specific projects relating to asset management strategy as required from time to time and as instructed by the Asset Manager Building Safety.
  • Assist with internal audits and liaise with external auditors to ensure compliance and resolve audit findings.




8 To lead a team of staff to deliver services:

  • Staff adequately trained and competent to carry out their duties
  • Staff receive regular feedback and review of their performance and achievement through documented supervision meetings carried out at least monthly
  • Annual appraisals, Monthly 1:1`s carried out and documented for all staff members
  • Demonstrate effective leadership by operating to the highest professional standards - setting an appropriate example to others within the organisation
  • Effective levels of communication maintained with staff on all relevant issues through cascading of information and responding to and feeding back on ideas from team.
  • Documented team meetings held on at least a monthly basis.
  • Setting objectives/targets for the team




9 Corporate Role:

  • Dealing with complaints in line with the Housing Ombudsman complaint handling code, taking a collaborative approach towards resolving complaints and taking responsibility for any shortfalls identified in an open and non-accusatory manner.
